SOS Daisy Hill Hospital Committee Public Rally in Newry on 25 June 2023

As 2023 draws to a close, we thought it fitting to remember a very special stand out event from the Daisy Hill Hospital Campaign in 2023 – by returning to the SOS Daisy Hill Hospital Committee Public Rally in Newry on 25 June 2023 to feature some of the speeches spoken from the platform.

Over 10,000 men, women and children came out to support SOS Daisy Hill Hospital Committee by gathering in Marcus Square for speeches and then a people’s march up to Daisy Hill Hospital, applause for the staff and a walk right around the hospital complex to form a “ring of steel” of people.

A number of excellent speakers spoke to the assembled crowd at the Rally in Marcus Square, and audio of three of the speakers is available here – Pls click on the links to listen:

As we remember that day and listen to some of the available inspirational speeches, is a reminder of the enthusiasm, strength of feeling and determination that exists in the community and beyond to continue to challenge unfair decisions like the removal of core emergency services and beds and the failure of the Southern Trust and others to properly invest, plan or recruit for Daisy Hill Acute Area Hospital, Newry.

The words and actions of this Public Rally in June encourage us to look forward with positivity and with determination for the future of Daisy Hill Acute Hospital in 2024.

Summed up by Mr Eddy Curtis from SOS Daisy Hill Hospital Committee from the Rally platform that day, here are some extracts from his speech:

“We have to continue battling and fighting and putting our best foot forward – to say the people of Newry & Mourne and South Armagh will not accept anything less than an international quality of health that you deserve.

 We are asking all families and their children to lead the parade, because at the end of the day – they are the future of our region and they are the people who are going to need health services.

We are going to walk right round the hospital – to put a ring of steel on it and let them see– it’s ours – you cannot touch it – you have to invest in it.”

Evidence – what Evidence?

The word ‘evidence’ is used a lot in the Bengoa Report and this word alone tries to justify taking acute Specialist Stroke Services from Daisy Hill to offer them only in Craigavon. But the actual ‘evidence’ is NOT PROVIDED in either the Bengoa Report, or the Criteria document, nor is there a list of References WHERE the evidence came from, at the back of either the Report or the Executive Summary, as you would expect in any piece of scholarly work. The Bengoa Report (Systems not Structures – Changing Health and Social Care – Full Report can be read here.

The Bengoa Report states the case for change must be “fully evidenced”. It also states how this must be done:

“Clinicians must identify the evidence for change, managers must ensure the correct processes are followed, and the Minister, supported by the executive, must act quickly to take the final decision. All three groups will need to be prepared to defend the decision publicly.”

Therefore – we think the Questions shown in the picture need to be asked and we are entitled to answers.

Without these answers – the use of the word evidence alone is NULL and VOID. Given the whole of the criteria are based on ‘evidence’ and must be addressed urgently (Recommendation 13) – The Public who are paying for the services need to know WHAT IS THIS EVIDENCE before such services changes by centralisation of services are made across N Ireland including specialist Stroke Services and A&E.

BE AWARE! – there is no doubt that agreeing to the criteria will be the first step in AGREEING to centralisation ( or otherwise known as “rationalization”) of many specialist services from Daisy Hill Hospital as shown below in the extracts from the Bengoa Expert Panel Report, 2016, page 75-76

Based on the evidence the panel has received, the specialties that are currently in most need of reform would seem to be:
Priority 1
EMERGENCY & URGENT CARE, STROKE SERVICES, PRIMARY CARE INCLUDING GP OUT OF HOURS, GENERAL SURGERY, PATHOLOGY, VASCULAR

Priority 2
PAEDIATRICS, PALLIATIVE CARE, OBSTETRICS, RADIOLOGY, NEONATAL SERVICES, TRAUMA,
UROLOGY, REHABILITATION, COMMUNITY BASED ELDERLY CARE, BREAST SERVICES

RECOMMENDATION 13
The Panel recommends that the Department should formally endorse the criteria and apply them to five services each year to set out the future configuration of services to be commissioned (or not) from the Accountable Care Systems. If applying the criteria leads to the conclusion that the service is vulnerable, plans for reconfiguration should be developed and actioned within this twelve month period.

It should also be noted that the Dept. of Health was very clear at the first meeting on 16th January that they want us to ‘have our say’ on only the Criteria, but as this criteria comes directly from the Bengoa Report – it is NOT possible to separate the two even though it would be convenient for them for us to do so.

Health Minister Michelle O’Neill has extended the period of consultation on the criteria for reconfiguring health and social care services by a further two weeks at the request of the public. Speaking about the decision to extend the period of consultation the Minister Michelle O’Neill said:

“The views of the public are vital in bringing forward change and I want to ensure that as many as possible get the opportunity to put their views forward. The meetings provide a real opportunity for the public to engage directly with senior professional medical, nursing and policy staff from the Department of Health.  These criteria will be instrumental in shaping change across HSC and it is critical we get it right.

“I would like to assure the public that full consideration will be given to the views expressed as part of this process in determining the way forward.”

As we have been invited to ask Q’s at the second Dept of Health meeting on Monday 30th January, Newry, Canal Court Hotel,  7 pm – 9 pm, it is VITAL we use this opportunity to ask the 3 Q’S as stated in the picture – as the answers are needed to verify the ‘evidence’ on outcomes for Criteria No 1.

Important hospital planning news: One refurbished ward for Daisy Hill, Newry and a new stand-alone Paediatric Unit in Craigavon – the start of Craigavon’s NEW HOSPITAL master-plan.

Southern Health Trust’s proposed plan for Craigavon’s new hospital and centralised children’s hospital services in Newry & Mourne, Armagh, Dungannon, South Tyrone, Banbridge and Craigavon is now at Planning Stage. Todd Architect’s proposed plan states: “The new stand-alone paediatric unit is the first building project in a proposed phased MASTER PLAN DEVELOPMENT for the Craigavon HOSPITAL SITE.. positioned as a gateway to the NEW HOSPITAL future entrance.”

Daisy Hill Hospital has been announced in the press as a proposed new Centre of excellence for Children but a comparison of the two Plans reveal that Daisy Hill is proposed a 19 bed re-development of the existing stroke ward on Level 6 to change to a children’s ward – while Craigavon Plan proposes a new stand-alone building with a Paediatric Unit with 5 consultants offices and more.

The Donaldson Report feature on DHSSPSNI

Take notice! Is Northern Ireland a democracy or not? The future of all hospitals in Northern Ireland is being decided.   It seems Lord Donaldson expects the Northern Ireland public to pay an international panel of experts ( picked by who?) to sort out the hospital and healthcare needs of nearly 2 million people, without question from anybody.   This Report implies that our devolved government and MLAs should have no say on the future of our hospitals and that all decisions should be made without their (and consequently the electorates) say.
The Patient and Client council gives a summary of Recommendation 1 of Donaldson Report: “Recommendation 1: Coming together for world-class care”- “We recommend that all political parties and the public accept in advance the recommendations of an impartial international panel of experts who should be commissioned to deliver to the Northern Ireland population the configuration of health and social care services commensurate with ensuring world-class standards of care.”
The DHSSPS states – “You are now invited to share your views on the recommendations from the Donaldson Report.” –Responses must be received no later than Friday 22 May 2015.

“On 8 April 2014 former Health Minister Edwin Poots announced his intention to commission former Chief Medical Officer of England, Professor Sir Liam Donaldson, to advise on the improvement of governance arrangements across the HSC.
Sir Liam was subsequently tasked with investigating whether an improvement in the quality of governance arrangements is needed and whether the current arrangements support a culture of openness, learning and making amends.
Sir Liam’s report was published by Minister Jim Wells on 27 January 2014 in conjunction with an Oral Statement to the Assembly. The report set out ten recommendations which refer to a wide range of areas across the health service.”

8,000 people unite to support Daisy Hill Acute Hospital Rally

Save Daisy Hill Hospital Campaign Rally today had a brilliant turn out from the people of Newry & Mourne today with all the community united in support of the Hospital.  8,000 people (PSNI estimate) showed their support by a Rally followed by a march to Daisy Hill Acute Hospital where the Mayor of Newry & Mourne Council, Daire Hughes handed in a letter to the Southern Trust on behalf of the people.

Thank you to everyone who came out in person and all those who support the campaign but were unable to attend today.  The campaign continues! We can save Daisy Hill for Life!  There is still time for the Southern Trust and Southern Commissioning Group to rescind the decision to remove stroke services from Daisy Hill and transport services to Craigavon Hospital.
